Appeal Filed under Section 19 of the Right to Information Act
The appellant respectfully submits as follows:
1. The appellant submitted an application U/s 6 (1), 6 (3) of The Right to Information Act, 2005 before the respondent on 8-10-2013 in public interest seeking certain information and documents showing the reason(s) for the withdrawal of authorization of 25 Travel Agents from the list of 39 authorized Travel Agents of SPORTS. The respondent was also requested to furnish the certified copies of the documents pertaining to the matter. (A true copy of the application is attached herewith and marked as Annexure-1)
2. The respondent defaulted in furnishing the information within 30 days of mandatory period.
3. The massive de-recognition of 25 travel agents, from its only 39 authorized agents, sounds completely strange and heightened suspicions of foul play lurking in the SPORTS. The PIO of SPORTS is therefore liable to explain the reasons for their withdrawal of 25 approved travel agents in a single year.
4. The Respondent is a public entity, functioning under the directive of the Lakshadweep Administration, charged with the executive duty of conducting the Lakshadweep tour programmes as envisaged by the Union Territory of Lakshadweep, Government of India. It is respectfully submitted that in public interest, the SPORTS is duty bound under the provisions of the Right to Information Act, to inform the appellant the reason for such a massive de-recognition of its 25 Travel Agents, within thestipulated period.

Two senior IAS officers charge-sheeted for graft in Lakshadweep

The Kochi unit of the CBI Thursday chargesheeted Delhi Finance Corporation managing director and senior IAS officer B V Selvaraj in a corruption case during his term as administrator of Lakshadweep from 2006 to 2009. Daman and Diu Education Secretary Abraham Varickamackal, former chairman of Lakshadweep Building Development Board (LBDB), was also chargesheeted. Both are UT-cadre IAS officers.
According to the chargesheet filed in the Kochi special court, the officers took bribe and entered into a criminal conspiracy with a private contractor to award contracts for supply of river sand and granite chips from Kerala to Lakshadweep.While Varickamackal of the 1998 batch has been arraigned as the first accused, Selvaraj of the 1981 batch is the fourth accused. Varickamackal’s wife Kaberi Senapati has been made the seventh accused. Senior LBDB official S Attakoya, contractor H K Mohammed Kassim and three others are the accused.
The CBI said Varickamackal gave contracts to Kassim without authorisation and Selvaraj joined the conspiracy later. Varickamackal was chairman of LBDB and Selvaraj administrator of Lakshadweep when the alleged corruption took place. The CBI found Selvaraj accepted ornaments, sarees and gadgets from Kassim, who took up renovation of his Pondicherry house.

The activities related to tourism promotion and development in the islands are managed by an organization called SPORTS (Society for Promotion of Nature Tourism and Sports). SPORTS was set up in 1982 as a society registered under the Societies Act, 1860.
The important objectives of the SPORTS are to promote tourism and other recreational activities thereby employing the local educated youth in the islands.
Agatti and Bangaram resorts were developed by the U.T.L. and later were leased out to private agencies through the SPORTS. The resort management and SPORTS involve in significant legal issues and none of the resorts are now operational.
SPORTS is functioning as the tour operator and facilitator in the islands conducts a few of the tour packages from Kochi such as 'Samudram, Coral Reef, and resort reservations at Kadmat, Minicoy, and Kavaratti. The source of income mainly from tourists, lease rent, catering service in ships, and schools, and water sports, facilities in Kadmat island.

THE LEGAL SERVICES AUTHORITIES ACT, 1987
Lakshadweep Archipelago consists of 36 coral islands in the Arabian Sea, about 185 miles (300 km) off the Kerala coast. Thirty-two sq. km of land surrounded by 4200 sq. km of lagoon rich in marine wealth. The precious heritage of ecology and culture is supported by an extremely fragile ecosystem.
The islands form the smallest of the Union Territories of India and the country's only coral islands. This charming isolated destination has only 10 of its islands inhabited. They are Agatti, Kavaratti, Kadmat, Minicoy, Andrott, Amini, Kalpeni, Kiltan, Chetlat, and Bitra studded in the blue water of the Arabian sea unfolds another world in itself.
The uninhabited islands consist of Bangaram, Thinnakara, Cheriyam, and Suheli islands. There are small islets Kalpiti, Parali 1 & 2, which are nearby Agatti island. Kalpeni is known for its scenic beauty with three small islets of Tilakkam, Pitti, and Cheriyam in the north form a single atoll.
Water sports facilities like swimming, Rafting, snorkeling, windsurfing, parasailing, water skiing, yachting, catamaran sailing, deep-sea fishing, and scuba diving are available on the islands.
